Mix together coriander powder, turmeric powder, chilly powder, mustard paste and roasted cumin with 2 tbsp of vinegar and 1/4 cup of water. Keep it aside.
Heat oil in a pan.
Add onion and garlic. Saute well.
Add the above prepared paste into it.
Add the fresh beef and mix well.
Add another 1/4 cup of water to the beef and cook it in a pressure cooker.
When it turns tender, add thick coconut milk into it and mix well.
