Heat the oil and add hot water and rice flour with salt
Switch off flame mix together and make dove
In pan add oil and fennel seeds
In that add garlic and ginger and green chili
Add onions and fry until it comes brown
Add garam masala and salt mix well

Add mint and coriander and off the flame and keep aside.
Take small amount of rice dove and shape like semi sphere
Inside of dove stuff the chicken keema
shape your kollukattai as your wish. i shaped like modak and ball type
Finish all the stuffing and Steam with steamer
Now its ready to eat. serve hot and tomato ketchup is rigth choice of dip
