Make a thick batter using flour,corn flour, pepper, salt and little water.(add water little by little and whisk well).
Dip Broccoli florets in the batter and fry it in oil until the coating becomes lightly golden brown and place them on a paper towel to remove excess oil.
In the remaining oil, saute the finely chopped ginger and garlic.
Add capsicum and onions and fry for 3-4 minutes.
Add fried broccoli florets and mix well.
Add chilly sauce, tomato sauce and soy sauce and mix well.
7)Enjoy Broccoli manjurian and serve hot.
