Take a bowl add rice flour,salt. add semi hot water little by little and knead into a soft dough.
Make medium size balls out of the dough and steam cook it for 20 minutes.
Cut each the cooked rice balls into 4 pieces.
Take a mixer grinder and add grated coconut,garlic and shallots.
Add red chilly powder and salt as required
Blend it to make a semi fine paste without adding water.
Heat oil in a pan and splutter mustard seed,then add chopped shallots and curry leaves.saute for few seconds.
Add steamed and sliced balls into it.combine well
Add coconut mix
Give a quick toss mix well and switch off the flame.
Serve hot/warm.
