Soak toor dal, channa dal for 2 hours and grind with red chili and little salt
Now added one chopped onion and mix well
Now add oil in pan shallow fry with small balls and flat in pan and cook both side
Now remove from pan and allow to cool
Now crush all the vadas and keep aside
In pan add oil and temper fennel seeds, cloves, cinnamon and ginger garlic
Now add saute onion and green chili
Now add turmeric and salt and saute well till raw smell
Now add crushed vada and mix well and water and cook for 10 minutes in medium flame
