Put saffron in a little warm milk and keep aside (if using).
Fry the rice in ghee/oil.
Cover the rice completely with milk and water.
:- For about 1 cup of milk, add 1/2 cup of water.
Add all the remaining ingredients.
Cover and cook on a low flame for 15 - 20 minutes.
When all the water is absorbed, remove from heat.
Garnish with cashews and raisins.
