- chop the onion and tomato 
- heat the oil and ghee in the pan 
- temper the cinnamon, cardamom, clove, and fennel seed 
- saute the onion and curry leaves for 3 mins until the onion changes the colour 
- add ginger garlic paste and mix well and allow to cook until the raw smell goes out 
- add red chili powder, turmeric pwoder and coriander powder and mix well 
- add one glass of water and cook the masala for 3 mins 
- add tomato and mix it 
- add mutton, salt and pepper and mix well 
- allow to cook for 5 mins in medium flame 
- now add required water to for the gravy 
- allow to cook until the mutton get cooked and gravy becomes thick, 
- now mutton pepper gravy is ready , serve with puri, roti and idly
