Grind the oats to a fine powder and mix with curd, kayam powder and required salt.
Make a smooth batter with necessary water and keep aside for 30 minutes.
Take the chopped green chillies, cabbage, tomatoes, beans and green peas in a vessel. Add pepper powder, required salt and mix gently.
Take a tawa and brush with oil. Heat the tawa and spread the oats batter in a thick proportion.
Sprinkle the chopped veggies on top and with a ladle turn the dosa upside down.
Fry both sides of the dosa to a golden color.
