Soak the moong dal in hot water for 2 hours
After 2 Hours Blend it into smooth paste
In a pan heat the heat and fry the cashews and raisins
In the same ghee add moong dal paste and stir it
Stir continuously in low flame for 10 mins
add milk and water and stir it for 5 mins
now add sugar and stir it
once it mixed well, add cardamom powder, dissolve the saffron in milk and add to the halwa, and stir for 10 mins
add fried Cashews and raisins and stir it
Keep stirring until it thickens and is non-sticky
now garnish with remaining cashews and raisins, now moong dal halwa is ready to serve
