Mix together salt, lemon juice and turmeric powder. Marinate the fish in this mixture and keep aside for 30 minutes.Now grind all the other ingredients together: red chilly powder, ginger, garlic, fennel seeds powder, coriander power,oil, onion, tomato, turmeric powder and salt. Spread evenly the ground masala over the fish.
